Chelsea have reached a final settlement with the Football Association, agreeing to pay a £10 million fine over historic rule breaches — and successfully having a suspended six‑point deduction cancelled on appeal.
The FA charged Chelsea with 74 breaches of FA Rule E1.2, covering violations of agent regulations, intermediary rules and third‑party investment rules dating between 2009 and 2022, largely under former owner Roman Abramovich. The club self‑reported these irregularities after the 2022 takeover and admitted all breaches ahead of any hearing.
An independent Regulatory Commission originally handed down:
- £10 million fine
- Suspended six‑point deduction, active until 30 June 2027
Chelsea appealed the points sanction, and an independent Appeal Board has now ruled in their favour:
✅ Suspended six‑point deduction fully cancelled
✅ £10 million fine remains — funds will go entirely into grassroots football
✅ Replaced with a suspended two‑window registration ban, also running until 30 June 2027 — only enforced if Chelsea commit further similar breaches before that date
In a statement, Chelsea said: “This brings all regulatory proceedings against the club to a close, following earlier settlements with UEFA and the Premier League. We acknowledge these historical issues and are glad to reach this final resolution.”
The FA confirmed that investigations into individual misconduct linked to these cases remain ongoing.
